What's the meaning? no more difficult than most children, no more experienced than a person He's been no more difficult than most children. Tom is no more experienced in programming than Brad. Do they mean He's been as easy as most children and Tom is as inexperienced in programming as Brad?

It means that the child is fairly similar to most other children, not misbehaving any more than any other child. The second sentence means both Tom and Brad have the same level of experience, one is not more advanced than the other.
