Which time to use? If my 2 year old daughter stumbles and falls down in front of me, do I say: Ouch! You fell down! Ouch! You've fallen down! ? I would say the second one because there is no time indication but I wanna be sure. Thanks!

Both are correct, however the first one seems a better choice when speaking to a young child.

It would be a little awkward to say that in the first place, but I would say the first one. The second one would sound a little too formal and you probably wouldn't want to waste your time stating the obvious haha.
