Would 'a surprise' be wrong in this sentence instead of 'surprise'? Following the extensive media coverage of the economics of the London and Sochi Olympics and Brazil’s World Cup, it should be no surprise that these lofty assurances rarely come to fruition.

No, because you can't say "no a surprise". You could say "it should not be a surprise."

You can't put -a- after -no - So the right sentence is ( it should be no surprise ) If you want to use - a - you can say ( it shouldn't be a surprise )
