I don't know what is the meaning of 'respect' here, and what does 'solid state device' represent in a transistor?

"with respect to" means "compared with". The question is asking if the base is at a more positive or more negative voltage than the emitter is. A transistor is a solid-state device, meaning that it consists of a solid piece of material (actually several materials joined together).
