It's fine. You can also say "almost at that exact time" or "almost at exactly the same time" .... Consider using moment instead of time as well (although both words are fine).

Depends a bit on the context because this is not a complete sentence.
but "It is almost at the same time as ___"
^When you say this, you usually are comparing it to something else.
