I need to know if this structure is correct

"It is not likely to stop raining soon"

I think a that- clause is correct but they are asking me to rewrite the sentence using "to". If my attempt is not right , could you give me an alternative?

It´s unlikely that it´ll stop raining soon

It isnt ....... ( I must used "to")

Yes, that's right. The construction is [to be] + likely to + [infinitive].

It's unlikely that it'll stop raining soon = It isn't likely to stop raining soon.

I am curious... You must use "to" or "too"?  Once again, the wonders of the English language:  to, too and two.  Three spelled differently,  pronounced the same and all three have different meanings in a sentence.
"It isn't too likely that it'll stop raining soon."
