What is " stop lights" here? Thank you!
" You make all the stop lights when you're in a hurry"
I think that it means traffic lights turn green. But I still don't understand what's "stop lights" Thank you!

This is a bit of an odd one. I don't normally hear anyone say "stop lights", but apparently it's just another way of saying "traffic lights". Perhaps "stop lights" is only used in certain countries. Or maybe it's an older term which is less common these days. I vaguely recall that stop lights is the same thing as traffic lights, but I don't remember hearing anyone say it.
So if we substitute stop lights with traffic lights, the sentence is "You make all the traffic lights when you're in a hurry". The word "make" in this sentence means that you "go through all the traffic lights without stopping (sometimes only just getting through in time!)".
So in summary, they are saying "You make it through all the traffic lights (without stopping) when you're in a hurry".
P.S. in South Africa, instead of saying traffic lights, they say "robot" !!!

A 'stop light' is a red light at the traffic intersection. I am not sure whether the expression 'to make a stop light' means that you arrive at the intersection when it is red, or when it is not red. Given that the whole expression is " You make all the stop lights when you're in a hurry", I suspect it means the former. I.e. when you are in a hurry, it is just your luck that all the lights are red. I suspect this is American English.

Stop light is just another term for a red light, at traffic lights. So it means that they stop at every stop light (traffic light color telling them to stop) while driving, even when they're in a hurry.
