I'd like to offer you some advice. I don't want to offend any language partners out there, but if you can afford US$10/week, you'd be better off working with an English tutor who can teach you in a structured way, measure your progress, correct your grammar and pronunciation, and give you sentences and recordings to read and listen to. In addition, I would give you written class notes after every lesson so you would know exactly what you learned each lesson. You could also then review past classes for refresh purposes. If you go with a language partner, you will chat with someone for 30 to 60 minutes. When you hang up the phone, you will not be able to write down what you learned. You will only remember that you talked for a while. Furthermore, that language partner will probably not give you much of his/her time for free, so you will be changing language partners frequently or making erratic progress. In essence, what I'm saying is that your English will probably not improve unless you find a very, dedicated language partner who will spend many hours with you for free.
