Is this sentence right and does it make sense? The reasons for the rural residents moving to the cities might be the cities offer more working opportunities with higher salary and provide better condition of education and healthy care than the rural areas do.

Yes, it makes sense, and you got what I would consider the tricky bits in a rather complex structure right. But there are some relatively basic errors with plurals and articles and that sort of thing. It should read something like: "The reason for rural residents moving to cities might be [that] cities offer more working opportunities with higher salaries, and provide better conditions for education and health care, than rural areas do.
