I don't understand what role these adj. ,happy and blessed , play, and what parts they modify ？

They modify 'he.'   I am curious as to what this comes from.  It sounds like the man/boy is a thief and swindler.  But that those negative words are not used for him.  Instead he is called happy and blessed.
