a. I feel weird.
b. I'm weird.
'a' means "I feel the sense of weird" or "I think this situation is something unusual"
'b' means "I'm a weird person"

"I feel weird" means there is something wrong with my body. For example, I am feeling dizzy or sick or my legs are tingling or my hands are numb. Feeling weird is a cause for concern. You may be about to have a heart attack or to faint and lose consciousness.
For your meaning, you would have to say, "Something weird is going on (happening)."

It's weird when someone, who is as weird as I am, say I am weird as them , yet I can't help feeling weird myself when I hear that ,as weird as it may seems to you.
