시간 means "time" or "hour". 이 is the subject marking particle that can come after it, but it isn't part of the word itself.
When used to mean "time", 시간 can be used like this:
1) John: 내일은 영화를 볼 거예요? (Are you going to see a movie tomorrow?)
Mary: 아니요. (No. I don't have time.)
When used to mean "hours", 시간 can be used like this (i.e. it takes x many hours):
2) John: 여기 얼마나 있을 거예요? (How long will you be here?)
(I'll be here for two hours.)
If you want to say "What time is it?", you should not used 시간, but just 시. 시 is the counter for counting the hours (although you don't translate it into English by saying "hour"). Anytime you're saying the time (let's meet at 2 pm, when does the test start, it is x o'clock right now, etc.), use 시.
1) John: 지금 몇시 예요? What time is it right now?
It's 2:20 pm.
이분 means "this time" - but it's actually two words. 이 means "this", and 번 means "time". You can't use 이번 with minutes and hours like you can with 시간 or 시. Instead, use 이번 with days/months/weeks.
(What are you going to do this weekend?)
If you want to say "this time" in reference to something like, "We learned a lot this time", you can combine 이번 and 시간.
We learned a lot this time.
