Yes! In this sentence "spotted" means "found".
I use the word "spotted" when I find something small, or difficult to see.
Some examples:
"I finally spotted my earring on the carpet!"
"I spotted her in the crowd."
"I spotted a four-leaf clover in the garden!"
"I spotted a stain on my jacket."

When we "spot" something, we usually recognise something visually among a group of other objects.
For example: I spotted my friend in the crowded shopping mall.
When we "find" something, we we are trying to discover something. We may find something visually; we may also do so by by other means.
For example: The judge found her guilty. (The judge discovered that she was guilty by mentally going through the evidence.) / I found her hiding in the closet. (I used my sense of sight to discover her location.)
There are some nuances between these two words.

Yes, that is exactly what it means in this sentence. "Spotted" is the past tense of "spot".
