I don't think "responsable" is a word. It's a misspelling of "responsible."
There is a word, "responsive." It means "able to respond" ("He's fallen down and he isn't responsive, I'm going to call an ambulance.") It can also mean "gave a good response." ("When will you refund the money?" "Soon." "That isn't a responsive answer. I want a date.")
"Responsible for X" means "having the duty of managing X." "In the United States, the House of Representatives is responsible for appropriating money." A "responsible" person is a person who always does their duty.
"Responsible for X" can also mean "causing X." "Who's responsible for knocking over the wastebasket?" "The dog is responsible. Someone left the wrapper from a piece of cheese in the wastebasket and the dog tried to get it out."

"Responsible" is the correct spelling in English. It's an adjective. Some examples of its use are:
I'm impressed by how responsible your daughter is.
Who is responsible for this mess?
Cleaning up after yourself is a very responsible thing to do.
