Hello! It depends of context, ok? But ill try to explain it. "Washed up" is used to refer something that you were so good in the past, but now you are not anymore. For example:
"Julio was so good like a soccer player 10 years ago, but now he's all washed up"
Washed up = used too much and cant use it no more

I shall explain the meaning of this expression to you:
''Washed up'' is an expression used when you want to say that something or someone is no longer useful, successful, hopeful. E.g.: ''Our hopes for the new deal are all washed up.''
* It can either be used to say that someone is exhausted or is finished (as something - such as a career or occupation).
E.g.: ''She's all washed up as a singer.''
Here are some other examples:
1) In no way should I believe that she is washed up as a teacher.
2) Our ideas may not be washed up - we must have hope!
3) After years of attempting to reach for the impossible, his ideology might not have been washed up.

If someone is "washed up" he has completely failed in whatever he was trying to do. He is hopeless.
