"He felt like there was a heavy weight on his shoulders" is a similie because it uses "like" (or you can use "as") to directly compare two different things.
Comparison= what he feels to what he might (but doesn't ACTUALLY) feel.
If you were to say "he wore the weight of the world on his shoulders" it would be a different kind of metaphor- a hyperbole.
