This is complete gobbledygook. 
They are all English words but appear to have been put together by a random word generator.  As far as I can tell, it is trying to say that we are going to make some changes to the way things are currently being done by centralising some processes with the objective of greater efficiency and effectiveness.  But then again, maybe it doesn't say that!

Luca, Business sentences are not my in my area of expertise, but I am an educated, native speaker. Unfortunately, business academics have a liking for this sort of inpenetrable, jargon filled English  It is their deluded way of showing off how how clever, they are. I have have only a vague understanding of the meaning. Maybe someone else can help. In any case don't mimic this sort of writing. Best wishes, Peter
