It seems I translated it poorly. The sentence means that we [the government] need to let the media pay attention to the riots rather than the demands for democracy or the violence of the police. In order to do that, the subordinate department, in an emergency, is allowed to assign some volunteer people disguised as protestors to kill some HKpolice officers on duty.

I'd like to say that this is an interesting post by the way. It's very thought provoking and definitely very troubling, if true. "It's alleged that this (IS FROM A) "leaked confidential document" from (THE) National Security Commission: "In an emergency, (A POLICE OFFICER) needs to be ("heroically") killed in the line of duty by some 'volunteers' to draw media attention to the rioters." I have made a couple of changes, which you can see in parenthesis. - "this is from a..." because you have then only cited one sentence and not provided the whole document. - "the..." because it is the name of a special group. - "a police officer..." because "the police" is how you refer to the entire group and not an individual. - I added quotation marks around "heroically" because it indicates that this situation is a cover up. - I'm not entirely sure about the use of the work "volunteers" but I think it is difficult to find another word for this rather tricky situation.

No. There are several errors, several odd phrases, and it doesn't really make sense. I'm not sure what you are trying to say in the second sentence. It sounds like you are inciting violence. Are you?
