Hello, I am not exactly sure without the context but "bound for" means "headed for"...on the way to a "rebound" is a come-back. For example, in an article about the stock market, this would suggest that some stocks that are low now will be coming back up. In an article about personal relationships, it would mean that a person who has broken up with someone is going to start a new relationship too soon to get over the break-up (This is called a "rebound relationship".
