Españoles: How will I tell a lady she is HOT??
Should I say: Estas buenisima, Estas guapisima, Estas monisima, o Uy mami estas deliciosa! (I like the last one but I don't want to get a slap.)

Ok, your suggestions are quite good. But it depends on the tone you want to use, obviously you would not (or at least I would not) tell a lady "you're hot!!".
1. Estás buena / estás buenísima: That's probably the most accurate.
2. Estás guapísima: I would probably say "eres guapísima", "estás guapísima" would be only for that right moment -like "you LOOK hot", like for someone you already know (and usually doesn't look that great ^_^), while "ser" is more like "you -actually- ARE hot".
3. Estás monísima: Sounds more like what my mom would say to her.
4. Uy mami estás deliciosa: I guess it is more of a specifically south-american compliment (not wrong, just not that universal).
That's in regard to the ones you mentioned. I'd personally tell her:
"Eres preciosa": Like "you're beautiful". "Precios@" is an adjective which sounds extremely good in Spanish (at least for me), you can use it to describe any nice things you find in her "tienes unos ojos preciosos".
"Pareces un angel caído del cielo": You look like an angel that felt from the sky. (ok, I guess that'd be more for your gf).
Then you can use funny sentences (probably not working for me, but I'm sure they're better with some foreign accent :P):
"Estás para mojar pan": Referencing the habit of finishing a dish by picking up the sauce left with pieces of bread.
"Eso es andar y lo demás es joder el suelo": That's walking, the rest is just "fucking" (like ruining) the floor.
Finally, give it a try by looking different "piropos" (compliments) in google: http://www.google.es/search?q=piropos

First, to tell a LADY that she is hot, you have to know her enough to make that comment. xD
Second, you have thousands of options (you have many above) it depends on the country, for example: Uy mami, estás deliciosa, (Centroamérica) sounds cute in my country (Argentina).. xD
Third, I don't dare to type the things men tell ladies or not ladies in my country. xD

Eres caliente. Estas buenisima. If you're close friends, if you're her boyfriend or in a sexual context.
Eres un angel caido del cielo.
No puedo dejar de mirarte porque eres preciosa.
Eres un bombon.
Que belleza de mujer!!
About Andres' phrases: "Eso es andar y lo demás es joder el suelo" or "estas para mojar pan". It's better that you don't say that hahahhahaha

Hey, I would use the last one Andres mentioned. if you know her already and this is not the first date, that is Ok
If she is alone in a bar or a club she might like something kind like:
estas chulisima!
Eres muy guapa sabes! (though they know that very well)
Que belleza de mujer!
There are many nice ways to say something good, not so corny like:
estas hecha una diosa mi amor...
In America, from Chicago to Argentina, estas buenisima or estas super buena! is very accepted
Other expressions for Hot are = Cuero, mami, quiero
Or "esto es Mujer y no pedazos!"
