I think Alex is on the right track. I think "rock it up" here means to build 'up' a wall of rocks around a bonfire. Making a bonfire pit with rock walls would definitely destroy the natural beauty of the location and the person asking the question would like to know if it is permitted. In some natural parks it is illegal to make bonfire pits.
