It has been raining since the first day of Chinese New Year. Partly because of the rain, there was less traffic than usual, when I drove to a park located at the center of the city. I quite enjoy driving on empty roads, which was very uncommon here in the city. When we arrived, it turned to a drizzle, so we got out of the car and took a walk. It was chilly, and Isabella didn’t wear warm, so we got back into the car.

Partly because of the rain, there was less traffic than usual (no comma after the main clause) when I drove to a park located at the center of the city. I quite (in the US, we'd say "really") enjoy driving on empty roads, which is very uncommon here in the city. When we arrived, it (or "the rain") turned to a drizzle, so we got out of the car and took a walk. It was chilly, and Isabella didn’t hadn't (or "wasn't") dressed warmly, so we got back into the car.
Great job as usual! There were no real mistakes, so I just made some stylistic suggestions.
