You cannot say
"He is not a teacher nor a student".  You'd need to say "He is not a teacher, nor is he a student."

#3: "and neither is he a student". "And nor" doesn't work because it uses two consecutive conjunctions.
#4: good (The conjunction "nor" joins two independent clauses)
#5: strike either "and" or "nor".  Otherwise you have two consecutive  conjunctions.
#6: lowercase "nor"
#7: both correct ("or" and "nor" are both capable of joining independent clauses)
#8,9,10: good
#11: "Neither" is not a conjunction having the ability to connect two independent clauses (like "and", "or", "nor", or "but").  Hence you need to say "and neither will Tom eat a fresh meal."
