Hi Jessica, I would say that some phrasal verbs do have different meanings. For example, to call on in the UK means to visit someone whereas in the states, we tend to use call on when we are asking someone to speak. For example, "The teacher called on me but I didnt know the answer". In the US, we also use to call on to ask someone to do something. For example, "She called on all Americans to be more tolerant of each other". Hope that helps!
