I have to have the assignment handed in by tomorrow morning.
I this sentence grammatically correct? The obligation comes from outside (e.g. school or something).
I know that I could also say something like "I have to hand in the assignment tomorrow morning" but the sentence takes on a slightly different meaning.

Your second sentence suggestions sounds accurate. It does not change the meaning of what you want to say.
Alternatively, you could say "The assignment must be handed in by tomorrow morning" or "I must hand in the assignment by tomorrow morning".
Since it's an obligation, we use "must" instead of "have to".

Grammatically there nothing wrong with either of these sentences and could be used interchangeably– assuming that the context is the same for both

Use have in the affirmative form to talk about an obligation, which is the assignment that has to be handed in. Now if you use "I have to have" that is not formal standard English. So the word "must" means a situation that requires "action"
