"Oral" refers to the anything related to speaking or ,speak. So when we talk about "oral communication" we mean expressing thoughts and ideas using spoken words.
"Verbal" on the other hand broadly refers to any thing involving words, whether spoken or written. So, when we mention "verbal communication" it encompasses both spoken and written forms of expressing ideas.
In short " oral" specifically relates to speaking, while "verbal" includes both speaking and writing.

Verbal comes from word.
Oral comes from mouth.
Sometimes they have similar meanings. Counterexamples are:
You need to see an oral surgeon to take care of your diseased teeth. (Not verbal)
My son was verbal at an early age. (Not oral)

Sometimes people do say 'verbal' to mean 'oral.' According to the dictionary, this is a longstanding practice. So in those cases, there would not be a difference.
