"whether it be" or "whether it is" Do they mean the same thing? Are there other phrases like "whether it be" in english? (Like:whether it were) (I ve made it up )

The only time you would use "whether it be" or "whether it were" would be when you are using the subjunctive mood. It's rarely used in modern English.

They are pretty much the same in everyday North American English, but we often use "whether it be" to introduce something that is less likely to be true. For example: I plan to go to Europe soon, whether it be this summer or next. We'll eat well tonight, whether it be at home or in a restaurant. This is called the subjunctive, as Jonathan suggests. I imagine your language has it, too. I speak French, Spanish, Italian, and Portuguese, and all these languages, which are related to Romanian, have a subjunctive that would be used in this situation among others--generally to express possibility or doubt.
