When we say that something 'stands in tension with something', what does it mean?

This is an uncommon expression which could have a number of meanings, depending on the subject under discussion.
I think it means: is in conflict with/ is in disagreement with/ is on the opposite side of an argument to/ is taking an opposing position to/ sits uncomfortably in opposition to......etc., etc.
There are probably two sides (e.g. to an argument), and there is tension on both sides, linked to the differing position(s) of the sides .
But you would probably only find this expression in some kind of academic text, probably containing numerous other obscure collocations (some created for the occasion), designed primarily to impress the reader with the erudition of the author...
(Well that's my rather cynical take on this matter š - I prefer language with more simplicity and clarity)
