If someone wanted to make a question from that sentence with 'Arraif' which would be the answer, is this question correct ⬇️?
"Who is he talking to?"

Though grammatically wrong, your sentence represents common usage. To be correct, you need to say "whom", not "who":
"To whom is he talking?
