哪一个说法才是正确的呢？

实际上都是正确的，意思和用法没什么区别。可能生活中“两百万”说的多一些。

如果“两百万”后有量词、名词，如：两百万人，两百万辆汽车，两百万个包。这种情况就用“两百万”。
“二百万”只是用来说数字。
