There are several things wrong with these sentences, one of which is combining the active voice and the passive voice within the same phrase. Another is your use of vocabulary.
Active: The spare work hours will offset the fares. (Spare work hours?? What's the correlation?)
Passive: The fares will be offset by the spare work hours. (Spare work hours??)
Active: The assets will offset all expenses.
Passive: All expenses are going to be offset by the assets.
Full correction: All expenses are going to be [set off] by the assets the following year as our company has settled new contracts with the local government to construct four roads and bridges.
"Set off" is used incorrectly. Check the meaning.
I don't understand what you're trying to say. What's the correlation (cause and effect relationship) between the fares and the "spare work hours"? Do you mean leisure time, man-hours at work saved, or what?
You should check out my page. My college degree is in writing. You seem to be very smart and I'd love to have you as a student.
