The original is incorrectly punctuated. The questions are not correctly framed or punctuated or capitalised; so I am unsure what to do, really. Is this for correcting or is it an exercise?

Interesting questions. I don’t think it’s 100% clear whether Millstead is a person or a place. At first I thought it was a person, but I think it is more likely a place. You need to read the sentences before or after to be certain.
