Тебе means "to you" or "for you".
Ты and вы mean "you" as the subject of the sentence. Вы is the plural form, and also the formal form of "you".
Ты,, тебе, тобой, тебя, о тебе...
There are a lot of them.
Я - мне , Ты - тебе, Он - ему, она - ей
Мы - нам, Вы - вам, Они - им
There is a difference between these forms. When we talk about age or address to someone, for example, we use Dative form ("вам, тебе 20 лет..","я пишу вам, тебе..."). Usually it happens when it is an object of the sentence, for example, ("я пришёл к нему домой" - i went to his place). When it's subject of the sentence it is usually used in Nominative case ("я работаю, отдыхаю...").
