There are several ways to construct interrogative sentences.
The most difficult part of learning interrogative structures is getting used to the inverted subject and verb = Verb + Subject.
Some questions begin with the 5Ws + How = Who, What, When, Where, Why, How
This little exercise will focus on creating questions using the 5Ws + How.
The inverted pattern/form/structure of the sentence, using a W or How word, is as follows:
W/H + Auxiliary verb + Subject + Main verb

"How have you decided..." Most decisions are made using our brains, so How someone makes a decision must be by thinking of what to do and arriving at the decision.
"When have you decided..." see my explanation of "when" in Suade's answer
"Where have you decided to go?"... YES "Where have you decided to go to the party?"... NO
- Can you come to the party?
- How/When/Why can you come to the party?
How and When... YES
Why... NO (It's like asking 'why are able to do something', but we usually use 'how are you able...'.

This is a little tricky, so you were right not to include any possible sentences, but "When may I invite a friend to your party?" is grammatically correct, however, I can't imagine anyone saying this.
