However, seeking to only effectiveness can marginalize many people of society. For instance, Korea government’s intensive investment for large corporations led to large economic growth, but many small corporation and their employees were ignored and under the economic difficulty. Secondly, the public officials who have high standard of ethic are impregnable for corruption so that their accomplishments can be effective for the society. Critics could claim that morality can not insure the effectiveness because the moral choice does not always mean to make the most effective results. However, the official who does not have enough a sense of ethic is vulnerable to corruptions. Hence, they easily make an effective decision for themselves not for the community. For example, many previous Korea presidents were in jail or were inspected by next government because of corruption and fraud. In conclusion, I think that an effective leader must have the highest ethical and moral standard. The official who have this quality would make a policy and execute it based on the morality, so that this leader will not involve in corruption.
