arrive on the scene ? arrive at the scene?
"The police arrived on the scene of the crime. They arrived upon the scene of a frightening accident. What did they do when they arrived at the scene?" (an example from an online free idiom dictionary)
I am confused of their usages, are they (arrive on the scene / arrive at the scene) meaning the same thing?

<em>The best option is 'arrive at the scene.' The reason is because 'at' is normally used for a general location, for example, I waited for 10 minutes at the bus stop. </em>
