How can governments minimize the use of fossil fuels?

This question has been recently discussed during a lecture which my class has attended.
I will put forward the main arguments which have been considered in that interesting discussion.

First of all, it is undoubtedly important to increase the use of recycling, to spread the significance of recycling and to encourage anyone to recycle everything possible. In fact, the more that we can recycle, the less need of fossils fuel we will have and, in this way, we can reduce the pollution level in the air and in the waters of our planet. Probably the technology for recycling is not adequately developed yet and will improve in the next few years can do up. (note - you start your paragraph advocating for recycling, but your last sentence implies that recycling is not yet available/developed - I would recommend removing the last sentence in this paragraph since it contradicts your paragraph, or try to make it more specific - like we can recycle metal/plastic/cans, but technology for recycling Styrofoam or lead has not yet been developed - you would need to replace Styrofoam/lead with whatever substance can't be recycled right now) 

In addition, it has been proposed that we should increase taxes on petrol; however considering how it is fundamental the use of petrol is to our daily lives, this proposal would not be a sufficient deterrent.

In conclusion, it is really urgent that governments consider seriously this problem and start encouraging and improving the use of recycling, as in our opinion it is the best way to minimize the use of fossil fuels and to have our planet be less polluted. We need to remember that the Earth is not ours and that we have to deliver it to future generations.
