HOW MUCH TIME IS NEEDED TO LEARN GOOD ENGLISH
How much time is needed to learn *fluent English.*I prefer to use this word.
To answer you question, you need to be consistent. Ask yourself, how many 'English' books have I read this month? Can I write an essay on a certain topic fluently? etc.
You can take many years or you can do it shorter if you put the time and effort into learning it. Remember, we all make mistakes when we learn, so don't be too hard on yourself if you stumble a few times.

Learn soccer or basketball rules through books is completely different of play soccer and basketball.
The right way is put emphasis in listening and vocabulary more in beginning.
