Is 'Phil' pronounced the same as 'fill'?

Yes :) The name "Philip" comes from Greek, where the initial consonant was originally an aspirated P (like the P in Hanyu pinyin). The other P-sound in Greek was (and is) unaspirated, so it sounds like Hanyu pinyin B. The Greek "ph" sound eventually turned into /f/, but not before the Romans had transliterated it as "ph". In English, "Philip" can be spelled with one "l" or two, but of course my way is the right way :D

Yes, it is. In English such words are called homophones, that's words that sounds the same but spelled differently with different meanings. For example ball and bawl.
You can check my schedule and book lessons with me, so we can both clarify all your doubts in English language.
