How do you use BUM in English?
I just read an article about bum. It is the sentence.
''I'm just an old bum at home'' Bill said, ''but here you treat me like a VIP.''
Does bum have negative meanings? Or it is a neutral word?
Why is it also same to bumbailliff?

I agree with what the others have said. You can also use the phrase "bumming around" to mean wasting time, in a neutral but slightly humorous sense.
I also don't know what a bumbailiff is, but now that I've heard it, I desperately want it to be a word and to start using it in conversation. Just as soon as we've decided what it means :-D
