In Colombia We always say " la polica nunca está cuando se la necesita " we have a similar with the thiefs, when the thief steal something It has that cost more that five hundred thousand pesos, if the thief steal something cheaper he can leave the jail very easy, than a lot of thiefs steal cheap things. This is a serious problem and It needs change.
