This is humour. Either you get the joke or you don't.

"Don't say that" = don't say that you are not useful. "There's always another time" = there might be another occasion in which you can do help me or make yourself available for me "You Know" = it's very possible (John can't always be here!) & can be a reassuring try by the speaker!

Or maybe, what happened earlier, was that this chair-drink guy screwed a chance this boss gave him, now he's apologizing.
