10代20代の女性は = girls in their teens 10代 and twenties 20代.

１０代・・・teens (10years old -19years old )
２０代・・・twenties （20years old – 29years old )

"~代"は年齢などのおおよその範囲を指すものです。
"10代20代の女性"というのは"10歳から29歳くらいまでの女性"を意味します。
この他に1900年代や2000年代という使われ方もします。
