Das ist umgangssprachlich. Korrekt gesprochen: "So ist es eben". (Und man kann es nicht ändern, und man muss sich damit abfinden). "isses" = buchstäbliche Wiedergabe des alltäglich (und nachlässig) gesprochenen "ist es". Mit "es" ist irgendein Umstand gemeint, über den zuvor gesprochen wurde.
