Characteristic means..a specific feature.. belongs to specific subject or person.. or something which he can be distinguished from others.
Eg: Honesty is his main characteristic.
Character means a group of characteristics or features that defines individual nature.
Eg: The Character of a person is more important than his social status.

Yes they do. Character is a "group of features", traits and characteristics that form the individual nature of some person or thing. Characteristic is a "distinguishing feature". A feature that helps to identify, tell apart, or describe recognizably; a distinguishing mark or trait. Example: He has some disagreeable characteristics but, overall, his character is amiable.
