in the Japanese language, when is it required to use the "honorific" and "humble" form of verbs?

honorific  describes the action of  the other party , and humble desceibes the action of youeself.
for example: いう(iu) which honorific is おっしゃいます(ossyaimasu),and humble is　申します(moushimasu).
                  社長は田中とおっしゃいます。the president 's name is tanaka.
　　　　　　私は佐藤と申します。my name is satou.
