"I care about you" - this is a bit more romantic, and probably would be said by a girlfriend or boyfriend. "I care for you" - this sounds more like a mother caring for a child, or an adult caring for an elderly parent. I would be surprised to hear anyone say "I care for you". More common would be "I care for my grandma" or "I care for my child"
