"덥다" is associated with weather.
"뜨겁다" represents the temperature of material.

"덥다" is used to describe the temperature of air. e.x. 오늘 너무 더워 (it is so hot today)
"뜨겁다" is used to describe things. e.x. 물이 뜨거워 (the water is hot)
