They have similar meanings. But their usage is not often the same. For example:
1. 某样东西费了某人很多钱:Something cost somebody a lot of money。也可以说:某人买某样东西花了很多钱:Somebody spent a lot of money for something。但是我们好象不说:某样东西花了某人很多钱,或者某人买某样东西费了很多钱。
2. “费”有“损耗”的意思,如做某件事很费时间:Doing something is very time-consuming.也可以说做某件事很花时间。做某件事很费功夫:Doing something is time-consuming and requires for a lot of energy.也可以说做某件事很花功夫。
3. 中文里有许多近义词,最好通过具体的词组、句子去学习其中一个词的含义和用法以及这个词与其它词的区别。有时离开了具体的句子是很难说清这些词的差别的。我认为学会使用一个词比懂得一个词的含义更好。祝你学习进步!There are a lot of synonyms in Chinese. It is better to learn a word, its usage and its synonyms based on phrases and sentences. Sometimes it's very difficult to tell their differences without specific sentences. In my opinion it is better to learn how to use a word than to learn the meaning of a word. Hope you make progress in your study!

费and花,both can be used "spend money or time",such as:花费、消费 费时等 verb。
费用 学费 means money,they are nouns.
花:noun:flower. adj:(of vision) blurred ;variegated ;colorful such as :这件衣服太花了。

1、if “费”is used as a noun or a verb,it can't be used alone,such as,we must say “费用(fee)”,“花费(spend)”;if “费”is used as an adjective,it can be used alone,such as,
“电热器用电太费(An electric heater consumes too much electricity)。”
2、if ”花“is used as a verb,it can be used alone,such as,“这项工程我们花了五年多时间(We spent over five years on this project)。”
