When people raise their glasses at a festive gathering, they mean to toast someone or something. 比方说,为我们两个国家的友谊干杯!

Raise your glass means to "cheers"

It means "to drink a toast to someone."
It can also be a "command":
first person plural:
"Let us all raise our glasses to Lizzie for being such a good student."
Or:
second person singular or plural
"[You] Raise your class to Lizzie..."
